Mix together grated cabbage,cauliflower,carrots in big mixture bowl..
Add all purpose flour,salt & black pepper in the mixture..
Make small balls from the vegetables mixture..
In the hot oil deep frying all balls until light brown..
Heat 3tbsp oil in the big pan add finely chopped garlic,finely chopped ginger and chopped green chilli sauté them for 1/2 minuet.now add cubes capsicum,cubes onions and sauté them for couple of minutes..
Add dark soya sos,chilli sos,tomato ketchup,1/4tsp black pepper powder,salt 1/2tsp,1 tsp sugar,1/2tsp vinegar, 1cup water in it..
